Indonesia’s Internet Is More Than Just BTS Towers
When talking about internet infrastructure, many people may immediately think of BTS towers located around their neighborhoods.
BTS is indeed an important part of the internet ecosystem, particularly for mobile connectivity. However, BTS is only one part of the long chain that allows data to travel from one place to another.
In simple terms, the journey of data can be illustrated as follows:
Device → BTS/Wi-Fi → Fiber Optic → National Network → Data Center/Server → Internet → Back to the Device

Fiber Optic: The Highways of Data
One of the main foundations of the modern internet is fiber optic, or fiber-optic cable. Unlike conventional copper cables, fiber optics use light to transmit data. This technology enables large amounts of data to be transferred at high speeds.
In Indonesia, fiber-optic networks continue to expand. The Ministry of Communication and Digital Affairs has reported that fiber-optic coverage has reached 4,398 out of 7,281 subdistricts (kecamatan), with approximately 460,000 kilometers of network infrastructure built.
Think of fiber optics as super-fast highways for data. The better the infrastructure, the greater the amount of data that can be transmitted.
And because Indonesia is an archipelagic country, building and expanding this network comes with its own unique challenges.
Submarine Cables Connecting Islands and Countries
Not all internet infrastructure is located on land. A significant portion of connectivity between regions and countries also depends on submarine cables.
These cables run along the seabed, connecting different regions around the world. For Indonesia, submarine cables are particularly important because the country consists of thousands of islands spread across a vast geographical area.
The government has also included strengthening the Submarine Cable Communication System (SKKL) as part of the country’s digital infrastructure development strategy. One of the approaches is to strengthen connectivity through multiple international routes, making the network more resilient.
So, when we access a service or website whose server is located outside Indonesia, our data may travel through networks of cables located deep beneath the ocean.
BTS: Connecting Devices to the Network
So, how does our smartphone connect to the internet?
This is where BTS (Base Transceiver Station) comes in. BTS allows devices such as smartphones to communicate with mobile network operators. When we open an application using a cellular network, our devices send and receive data through this network.
Indonesia’s mobile network infrastructure is also continuing to evolve toward faster and higher-capacity technologies. The government has even set a target for 5G service coverage to approach nationwide coverage by 2029, supporting the growth of the digital economy and technologies such as AI, cloud computing, and the Internet of Things.
This means the future of connectivity is not simply about having a signal. It is also about how fast, stable, and useful that connection is.
Data Centers: Where Data and Digital Services Run

One answer is data centers.
A data center is a facility that houses computing and networking infrastructure used to operate digital services. Inside, there are servers, storage systems, network equipment, cooling systems, power supplies, and various security systems.
As more people rely on digital services, the demand for data-center capacity continues to grow.
The Ministry of Communication and Digital Affairs has also highlighted that increasing broadband usage and internet traffic are driving greater demand for data centers, servers, and cloud services.

Today, the internet no longer relies solely on traditional servers.

Both technologies are becoming increasingly important as demand for digital services continues to grow, particularly with the development of AI, the Internet of Things, streaming services, and applications that require fast response times.
That is why the government now views digital infrastructure more broadly. It is no longer just about BTS towers and cables, but also about data centers, cloud and edge computing, computing capacity, regulations, and governance.
Satellites: Reaching Areas That Are Difficult to Connect
Indonesia has unique geographical conditions. Not every region can be easily reached through fiber-optic or terrestrial infrastructure.
This is where satellite technology becomes an important solution.
Satellites can help provide connectivity in areas that are difficult to reach through cable-based infrastructure, particularly in remote and geographically isolated regions.
For this reason, satellite connectivity is also an important component of Indonesia’s digital infrastructure development.
The Challenge Is No Longer Simply “Is There Internet or Not?”
Indonesia’s internet development is entering a more complex stage.
In July 2026, the National Development Planning Agency (Bappenas) launched the Indonesia Digital Infrastructure Roadmap 2026–2030. The government emphasized that digital infrastructure development can no longer focus solely on expanding access.
The direction is increasingly shifting toward the concept of meaningful connectivity—connectivity that genuinely provides benefits to society, including education, healthcare, productivity, economic opportunities, and public services.
In other words, the question is no longer simply:
“Does this area have internet access?”
The question is also:
“Is the connection good enough, and does it actually provide meaningful benefits?”
Entering the AI Era, Infrastructure Needs Are Growing
The rapid development of Artificial Intelligence (AI) is further increasing the demand for digital infrastructure.
AI requires computing capacity, data centers, high-capacity networks, cloud infrastructure, and stable connectivity.
That is why the government is also encouraging the development of infrastructure capable of supporting AI cloud services, high-performance computing, and next-generation digital applications.
This is why discussions about internet infrastructure are becoming increasingly important.
The internet is no longer simply a tool for accessing social media or sending messages. Digital infrastructure has become part of the foundation of the economy, business, education, government services, and the technologies of the future.
